Abstract: This dissertation titled "Women's representation in the PALOPs: the case of women in parliament in São Tomé and Príncipe in (1991-2022)" aims to describe and analyze the political under-representation of women in São Tomé and Príncipe in parliament, with an emphasis on the percentages of women elected in relation to the numbers of deputies in the legislatures that took place between 1991 and 2022. It also aims to analyze the causes of female under-representation in parliament. To this end, the following questions were addressed: What is the percentage of São Toméan women in Parliament between the legislatures from 1991 to 2022, and what are the causes of the under-representation of women in Parliament during these periods? We assume that the under-representation of women in parliament was a stable feature between 1991 and 2022. This study focused on qualitative research and documentary analyses of the political system, the electoral system and women's representation. Moreover, this research reported on quantitative data to analyze the percentages of women elected at the parliamentary level. Our empirical field was the National Assembly of São Tomé and Príncipe, where we applied the qualitative research technique of a focus group composed of five deputies from the Network of Women Parliamentarians. The technique of questionnaires was also used, with seven questions directed to the former Prime Minister of São Tomé and Príncipe. Based on the results of the bibliographic and empirical data, it was concluded that successive government changes and the political instability that affected the political system over 23 years culminated in government actions regarding the implementation of institutional mechanisms to promote women in terms of equal opportunities in different spheres, including politics. It was also concluded that the underrepresentation of women in Parliament was a recurring practice between the years 2000 and 2022 and that, in terms of percentage, São Toméan women have not yet reached 30% in Parliament, as stipulated by Resolution No. 74/VIII/2009 regarding the gender quota. The research results also indicated that the under-representation of women stems from cultural, social, and institutional factors, as well as the lack of enforcement of public policies aimed at promoting gender equality in positions of power in São Tomé and Príncipe, such as the gender quota. As for the Parity Law, Law No. 11/2022, created in 2022, it has not come into effect in the last legislatures. It is expected to come into effect in the next legislatures that will occur in 2026. In light of the results listed above, it is hoped that the research will contribute to a reflection on the importance of greater inclusion of São Toméan women in parliament. For future studies, it is intended to understand whether Law No. 11/2022 will be implemented in the next legislatures that will take place in 2026 and what the performance of São Toméan political parties will be in implementing it. Furthermore, the aim is to analyze the position of the judiciary regarding the implementation of this law.
