Abstract: Internationalization involves international exchanges related to public education policies, being a process of universities’ relations beyond nations. In higher education, it is an institutional strategy for the development, encouragement, and sharing of science in a globalized world, however, it is shaped by the level of programs that developed relationships between the market and society. Aware of this, this study seeks to analyze the strategies of the internationalization process promoted in national and international universities, respectively, the Federal University of Santa Catarina (UFSC - Brazil) and the University of Kassel (UniKassel - Germany). In its proposal of empirical analysis, there was a combination of two strategic models of internationalization of higher education; the programmatic/organizational models (KNIGHT, 2004) and Comprehensive Internationalization (HUDZKI, 2011; ACE, 2022). For this purpose, the research has a qualitative approach, with an exploratory and descriptive character, and as a research strategy is the case of study. Data collection was through multiple sources, such as, theoretical construction, non-participant observation, and interviews. Conducted from field research, the interviews were proposed for the international relations sector of the two selected universities, including some pro-rectors, from November 2022 to September 2023. Data analysis took place through content analysis. Based on the research results, the presence of common strategic actions was verified in both universities studied. Therefore, it was possible to present the central model divided into six target areas, each with minimum quantities of actions necessary to meet the process of university internationalization strategies. It is concluded that there is a quantity and minimum requirements for internationalization actions to be implemented, regardless of the context in which the university finds itself. This way, there is always a gap for improvement. Other results, such as, to reveal their scientific merit by being able to provide knowledge in the area, about the dynamics of the internationalization process, not only with both institutions. Furthermore, there can be exchange of internationalization actions, with visibility for their strategies, results, in addition to the theoretical contribution. Finally, the research uses the international, intercultural, and global dimensions to bring an approach that opens horizons and anchored by the United Nations' Sustainable Development Goals (SDGs). Moreover, with the purpose of theoretical-empirical contribution to enhancing the quality of actions offered by universities, in service to the whole society, including students, workers, and the academic community in the strategic process of internationalization.
