Abstract: The Urban Mobility Plan is an instrument for planning, organizing and management the infrastructure of urban mobility systems, transportation services in municipalities, and urban occupation, as well as the incorporation of the guidelines, objectives and principles of the National Urban Mobility Policy. It must include: the clear and transparent identification of the general objective of this work, in order to ensure that cities are inclusive, sustainable and human. For this, a basic, qualitative and descriptive research will be used because it involves universal issues that can be applied in several municipalities. As for the means used, the research can be characterized as bibliographical and documentary. The research will also meet the mandatory content established by Federal Law nº 12.578, of 2012. In this law it was also defined that all municipalities in Brazil with more than 20 thousand inhabitants elaborate urban mobility plans and based on the use of means of transport to bring speed in the coming and going of people, without harming the environment. Since the displacement of people must meet the following prioritization: pedestrians, cyclists, public transport, cargo transportation, cars and motorcycles. In this way, cities will be more human, inclusive and sustainable, ensuring the right to the city for all. This paper shows the difficulty that is finding in Brazil to make this inversion of priorities, as happens in the Urban Mobility Plans of other cities in the world that have similar legislation. To do this study we used the modal division matrices of the cities analyzed, evidencing the existing dependence of individual motorized transport in Brazilian cities.
